It was impossible to spot Libor rigging: UK watchdog

LONDON (Reuters) - Regulators could not have spotted the "lowballing" of Libor interest rates during the financial crisis even if they had looked, Britain's Financial Services Authority said.

The watchdog's chairman, Adair Turner, told a parliamentary commission on banking standards on Wednesday it was much easier to see abuses in share trading by using computers.

Manipulation of the London interbank offered rate (Libor) during the 2008 crisis, for which three banks - Barclays BARC.L, Royal Bank of Scotland and UBS - have been fined so far was far harder to see, he said.

"There was no information on the trader manipulation," Turner told the commission. Libor is used to price trillions of dollars of financial products from derivatives to mortgages.

As markets went into meltdown following the collapse of Lehman Brothers in September 2008 some banks put in low submissions for rates at which they could borrow from other banks to give an impression they were sound.

The FSA's report into when and what it knew about Libor rigging will be published on Tuesday, March 5.

It comes after questions from lawmakers as to why the U.S. Commodity Futures Trading Commission began probing possible rigging of the London-based Libor before the FSA.

Neither the FSA, the CFTC - two of the regulators that have fined the three banks - or other regulators had ways to see the trader manipulation, Turner said. "We could not have got at it by intensive supervision. You just cannot have a police force big enough to spot all these problems."

While whistleblowing was one of the few ways to report illegal activity, Turner said trading room mentality was detached from the real economy as some traders see their job in front of a screen as being like playing a computer game, asking "Why shouldn't I cheat?".

FSA managing director Martin Wheatley told lawmakers he was unconvinced about the need to start rewarding information with cash as U.S. regulators can do.

Turner, whose job ends next month when the FSA is scrapped, also said the watchdog should have acted faster to deal with mis-selling of payment protection insurance (PPI).

Commission member Andrew Turnbull said the compensation process was mayhem with banks facing a torrent of claims. The FSA should "get a grip" to bring closure as a rising bill was sucking capital from banks.

"We are not where we want to be," Wheatley said.

The FSA has been in talks with the British Bankers' Association on ideas for accelerating compensation and one or two banks and already had deadlines for claims, which they set three years ago, and have now passed. "The problem is one or two banks that have not done that," Wheatley said.

Wheatley also said he had been surprised by comments this month from Eric Daniels, a former chief executive of Lloyds Banking Group , who said its PPI sales practices put it "on the side of the angels" and likened banks to supermarkets by selling some products as loss leaders.

"I was quite aghast. They are not selling a piece of broccoli that goes off after a few days ... I find it quite extraordinary," Wheatley said.

After the FSA is scrapped, Wheatley will head a new standalone Financial Conduct Authority, with the Bank of England responsible for ensuring banks hold enough capital and cash.

Mexico's Zetas gang joins coal mining business for bigger profits - PRI

Mexico's drug cartel, the Zetas, have joined the coal mining business to increase their profits outside of their lucrative drug trading business. But legal and illegal coal mining practices in the region have mining advocates concerned for the miners' safety and future coal mining practices.

The Zetas, one of Mexico's drug cartels, is adding another source of income to their arsenal with illegal coal mining in the Mexican state of Coahuila.

Mines in Coahuila produce 95 percent of Mexico's coal. From small-scale mines, the Zetas can sometimes make a greater profit margins with coal than selling illegal drugs. John Holman, a reporter for Al Jazeera, says Coahuila is home to numerous pothos, small mines, with very little regulation.?

The Zetas typically use miners who aren't highly trained, Holman says, so they can pay them poorly and make greater profits.

"These small mines as you drive through Coahuila ... you can see them on the side of the roads in the coal district. And they?re literally just some men gathered around what looks a very ropey sort of machine to lower them down into the depths of the earth and bring up that coal," he said.

Larger companies buy the coal from these smaller mines and then send the coal to a state-owned company, Prodemi, Holman said. Prodemi sells the coal to clients.?

"This has blown up to be quite a scandal in Mexico because amongst the companies that end up with this coal, as well as private companies, are state-run companies," he said.

Last year, the Mexican federal government killed Heriberto Lazcano, the former leader of the Zetas gang, in the coal-mining town of Progreso. Holman says people believe Lazcano was in the process of becoming a miner.

"This state is very much in the hands of the Zetas gang, one of Mexico?s most ruthless drug gangs, and one that's shown a certain talent in expanding into other businesses: extortion, people trafficking, pirate copies of DVDs ... and it seems like this is the latest venture for them," he said.

With the Zetas getting into the coal mining business, legal coal miners risk being tortured or killed if they speak out, Holman said.

But both legal and illegal coal miners face safety concerns from doing their jobs.

"Almost seven years ago, there was a huge accident in which 65 miners died ? and some of those bodies have never been recovered,"?Holman?said.

Advocates for miners' rights say the safety of coal mining hasn't improved, and illegal miners will endure even worse conditions because they don't have even the few safety regulations that the legal mines have, Holman said.

There's an ongoing federal investigation into what's happening in Coahuila, but there haven't been any conclusions drawn or mass arrests, Holman said.

Rosa Parks statue set to be unveiled at Capitol

WASHINGTON (AP) ? Rosa Parks is famous for her 1955 refusal to give up her seat on a city bus in Alabama to a white man, but there's plenty about the rest of her experiences that she deliberately withheld from her family.

While Parks and her husband, Raymond, were childless, her brother, the late Sylvester McCauley, had 13 children. They decided Parks' nieces and nephews didn't need to know the horrible details surrounding her civil rights activism, said Rhea McCauley, Parks' niece.

"They didn't talk about the lynchings and the Jim Crow laws," said McCauley, 61, of Orlando, Fla. "They didn't talk about that stuff to us kids. Everyone wanted to forget about it and sweep it under the rug."

Parks' descendants now have a chance to be first-hand witnesses as their late matriarch makes more history, this time becoming the first black woman to be honored with a full-length statue in the Capitol's Statuary Hall. The statue of Parks joins a bust of another black woman, abolitionist Sojourner Truth, which sits in the Capitol Visitors Center.

President Barack Obama, Senate Minority Leader Mitch McConnell and House Speaker John Boehner are among the dignitaries taking part in the unveiling Wednesday. McCauley said more than 50 of Parks' relatives traveled to Washington for the ceremony.

In a pivotal moment in the civil rights movement, Rosa Parks refused to give up her seat on a city bus in segregated Montgomery, Ala. She was arrested, touching off a bus boycott that stretched over a year.

Jeanne Theoharis, author of the new biography "The Rebellious Life of Mrs. Rosa Parks," said Parks was very much a full-fledged civil rights activist, yet her contributions have not been treated like those of other movement leaders, such as the Rev. Martin Luther King Jr.

"Rosa Parks is typically honored as a woman of courage, but that honor focuses on the one act she made on the bus on Dec. 5, 1955," said Theoharis, a political science professor at Brooklyn College-City University of New York.

"That courage, that night was the product of decades of political work before that and continued ... decades after" in Detroit, she said.

Parks died Oct. 24, 2005, at age 92. The U.S. Postal Service issued a stamp in her honor on Feb. 4, which would have been her 100th birthday.

Parks was raised by her mother and grandparents who taught her that part of being respected was to demand respect, said Theoharis, who spent six years researching and writing the Parks biography.

She was an educated woman who recalled seeing her grandfather sitting on the porch steps with a gun during the height of white violence against blacks in post-World War I Alabama.

After she married Raymond Parks, she joined him in his work in trying to help nine young black men, ages 12 to 19, who were accused of raping two white women in 1931. The nine were later convicted by an all-white jury in Scottsboro, Ala., part of a long legal odyssey for the so-called Scottsboro Boys.

In the 1940s, Parks joined the NAACP and was elected secretary of its Montgomery, Ala., branch, working with civil rights activist Edgar Nixon to fight barriers to voting for blacks and investigate sexual violence against women, Theoharis said.

Just five months before refusing to give up her seat, Parks attended Highlander Folk School, which trained community organizers on issues of poverty but had begun turning its attention to civil rights.

After the bus boycott, Parks and her husband lost their jobs and were threatened. They left for Detroit, where Parks was an activist against the war in Vietnam and worked on poverty, housing and racial justice issues, Theoharis said.

Theoharis said that while she considers the 9-foot-statue of Parks in the Capitol an "incredible honor" for Parks, "I worry about putting this history in the past when the actual Rosa Parks was working on and calling on us to continue to work on racial injustice."

Parks has been honored previously in Washington with the Presidential Medal of Freedom in 1996 and the Congressional Gold Medal in 1999, both during the Clinton administration.

But McCauley said the Statuary Hall honor is different.

"The medal you could take it, put it on a mantel," McCauley said. "But her being in the hall itself is permanent and children will be able to tour the (Capitol) and look up and see my aunt's face."

Cleaning oil spills with paper mill sludge?

Feb. 25, 2013 ? Eco-innovation is at its best when the waste of one industry becomes the raw material of another. This is precisely what the EU funded research project CAPS, is attempting to do with waste sludge from the paper industry. Its objective is to convert it into a highly absorbent material capable of cleaning up oil and chemical spills.

There are about 18 million tons of paper mill sludges produced in the EU, each year. Most of it is disposed of by burning it. This could soon change. Franc ?ernec, project leader at the Technological, Environmental and Logistic Centre in Koper, Slovenia came up with an innovative idea almost 17 years ago to reuse this by-product of the paper industry. "I knew about the high absorption rate of paper mill sludge for years," he said. "So I thought, why not use these characteristics and turn the waste into a useful product."

Petrol stations, car parks, laboratories and harbours could all soon use the new absorbent. Indeed, it is capable of absorbing any oil or fluid spilled on hard or water surfaces. As by-product from the paper industry, its main benefit is to be much cheaper to produce than any synthetic absorbent currently in use.

Know the first marine outdoor test has been successfully held in the harbour of Koper. In less than 3 minutes the absorbent surrounded by hydrophobic (water repellent) gauze absorbed about 1 litre of bio-diesel floating on the water surface. Another test was successfully conducted at a petrol station near Ljubljana, where accidentally spilled fuel was absorbed of the ground equally good than with the conventional absorbent.

As a result, Finland and several South American countries have already expressed interest in starting their own production of the paper mill sludge absorbent.

Fragments of continents hidden under lava in the Indian Ocean

The islands Reunion and Mauritius, both well-known tourist destinations, are hiding a micro-continent, which has now been discovered. The continent fragment known as Mauritia detached about 60 million years ago while Madagascar and India drifted apart, and had been hidden under huge masses of lava. Such micro-continents in the oceans seem to occur more frequently than previously thought, says a study in the latest issue of Nature Geoscience ("A Precambrian microcontinent in the Indian Ocean," Nature Geoscience, Vol 6, doi: 10.1038/NGEO1736).

The break-up of continents is often associated with mantle plumes: These giant bubbles of hot rock rise from the deep mantle and soften the tectonic plates from below, until the plates break apart at the hotspots. This is how Eastern Gondwana broke apart about 170 million years ago. At first, one part was separated, which in turn fragmented into Madagascar, India, Australia and Antarctica, which then migrated to their present position.

Plumes currently situated underneath the islands Marion and Reunion appear to have played a role in the emergence of the Indian Ocean. If the zone of the rupture lies at the edge of a land mass (in this case Madagascar / India), fragments of this land mass may be separated off. The Seychelles are a well-known example of such a continental fragment.

A group of geoscientists from Norway, South Africa, Britain and Germany have now published a study that suggests, based on the study of lava sand grains from the beach of Mauritius, the existence of further fragments. The sand grains contain semi-precious zircons aged between 660 and 1970 million years, which is explained by the fact that the zircons were carried by the lava as it pushed through subjacent continental crust of this age.

This dating method was supplemented by a recalculation of plate tectonics, which explains exactly how and where the fragments ended up in the Indian Ocean. Dr. Bernhard Steinberger of the GFZ German Research Centre for Geosciences and Dr. Pavel Doubrovine of Oslo University calculated the hotspot trail: "On the one hand, it shows the position of the plates relative to the two hotspots at the time of the rupture, which points towards a causal relation," says

Steinberger. "On the other hand, we were able to show that the continent fragments continued to wander almost exactly over the Reunion plume, which explains how they were covered by volcanic rock." So what was previously interpreted only as the trail of the Reunion hotspot, are continental fragments which were previously not recognized as such because they were covered by the volcanic rocks of the Reunion plume. It therefore appears that such micro-continents in the ocean occur more frequently than previously thought.

Conservative candidate wins Cyprus election

NICOSIA, Cyprus (AP) ? Conservative candidate Nicos Anastasiades won Cyprus' presidential runoff election Sunday by one of the widest margins in 30 years, and will quickly have to face the formidable task of preventing the country from suffering a financial meltdown.

Anastasiades won with 57.48 percent, far ahead of left-wing rival Stavros Malas, who had 42.51 percent of the vote, according to final results.

Cypriots chose their leader at a critical time, and the new president will be under pressure to quickly finalize a financial rescue package with the eurozone's other 16 countries and the International Monetary Fund.

Sunday's vote was "a clear and strong mandate for change and reforms to lift our country out of the vicious circle of crisis,"?Anastasiades spokesman Tasos Mitsopoulos said after exit polls showed he would be a clear winner.

As results trickled in just after polls closed, Anastasiades' supporters celebrated outside his campaign headquarters in the capital Nicosia, honking horns and waving flags.

The new president will face a tough battle convincing reluctant countries, especially Europe's economic powerhouse Germany, that tiny Cyprus deserves help after its banks lost billions of euros on bad Greek debt.

Anastasiades will let the world know that "we're determined to assume our responsibilities, restore Cyprus' credibility, fight to implement change and reform while demanding form our (EU) partners to stand in solidarity with us," Mitsopoulos added.

His defeated rival said the new president could count on his support if his actions were deemed to be beneficial for Cyprus.

"I state that we will stand by the new president if we assess his actions and policies to be for the good of the country because the unity of our people is what's most important right now," Malas said as he conceded the election. "At the same time, we will be strong critics of whichever actions and decisions that we deem not to serve the country's best interests."

Anastasiades has capitalized on what many feel were five years of failed left-wing rule under outgoing President Dimitris Christofias and his communist-rooted AKEL party ? which backs Malas ? that caused Cyprus' sorry economic state.

The 66-year-old leader of the main opposition Democratic Rally party has boasted of his connections with Europe's center-right leaders and seeks to spend political capital he's built up over the years to convince Europe that Cyprus deserves help.

Last year, Cyprus sought financial assistance of up to ?17 billion ($22.7 billion), a sum roughly equivalent to its annual gross domestic product, which has raised concerns whether the country would be able to pay back any loan. The country has been unable to borrow from international markets since mid-2011, and turned to long-time ally Russia last year for a ?2.5 billion ($3.3 billion) loan to keep it afloat.

Cyprus, a divided island of around 1 million people in the far eastern end of the Mediterranean, is one of the smallest members of the 27-nation European Union and faces deep political and economic problems. The country has a presidential system of government, and the office carries a lot of power.

Cyprus has already enacted deep public sector wage cuts and tax hikes under a preliminary bailout agreement.

Radioactive waste leaking from six tanks at Washington state nuclear site

SEATTLE (Reuters) - Six underground storage tanks at the Hanford Nuclear Reservation along the Columbia River in Washington state were recently found to be leaking radioactive waste, but there is no immediate risk to human health, state and federal officials said on Friday.

The seeping waste adds to decades of soil contamination caused by leaking storage tanks at Hanford in the past and threatens to further taint groundwater below the site but poses no near-term danger of polluting the Columbia River, officials said.

The newly discovered leaks were revealed by Governor Jay Inslee a week after the U.S. Energy Department disclosed that radioactive waste was found to be escaping from one tank at Hanford.

Inslee said he was informed on Friday by outgoing U.S. Energy Secretary Steven Chu that a total of six of the aging, single-walled tanks were leaking radioactive waste.

"There is no immediate or near-term health risk associated with these newly discovered leaks, which are more than 5 miles from the Columbia River," Inslee said in a statement released by his office. "But nonetheless this is disturbing news for all Washingtonians."

The governor said Chu told him that his department initially missed the other five leaking tanks because staff there did not adequately analyze data.

"This certainly raises serious questions about the integrity of all 149 single-shell tanks with radioactive liquid and sludge at Hanford," he said.

The Energy Department issued a brief statement acknowledging that six waste tanks were found to be leaking and adding that there was "no immediate public health risk."

Four of the tanks in question, including the two biggest of the group, are known to have leaked waste in the past as well, Suzanne Dahl, the tank waste treatment manager for the state Department of Ecology, told Reuters.

"It points to the age of the tanks and how there's going to be an increased probability of this happening in the future," she said. "When waste is in the tanks, it's manageable. Once it's out of the tanks and in the soil, it's much harder to manage it, remove it, and down the road you're adding to contamination in the groundwater that already exists."

DECLINING LIQUID LEVELS

The Energy Department said a week ago that declining liquid levels in one tank at Hanford showed it was leaking at a rate of 150 to 300 gallons (568 to 1,136 liters) per year.

It subsequently informed state officials that a second, larger tank was leaking at about the same rate, while the four smaller tanks were leaking at a rate of about 15 gallons per year, Dahl said.

The Department of Energy said last week that monitoring wells have identified no significant changes in concentrations of chemicals or radionuclides in the soil.

The two biggest tanks at issue have capacities of about 750,000 gallons and 500,000 gallons, while the four others are designed to hold up to 55,000 gallons, Dahl said. All were constructed many decades ago.

The 586-square-mile (1,518-square-km) Hanford Nuclear Reservation was established near the town of Hanford in 1943 as part of the Manhattan Project, the U.S. government program that developed the first atomic bombs.

Production of plutonium materials at the site continued through the Cold War and ended there in 1989 as work shifted to cleanup of nuclear and chemical waste at Hanford, considered one of the largest and most complex such projects in the country.

Weapons production at the site resulted in more than 43 million cubic yards of radioactive waste and 130 million cubic yards of contaminated soil and debris, according to the U.S. Environmental Protection Agency, which says that approximately 475 billion gallons of contaminated water have been discharged into the soil.

As part of the cleanup, as much remaining liquid waste as possible was pumped out of the older single-shell tanks into sturdier double-walled tanks in a process completed in 2005, Dahl said.

But sludge, mud-like waste and pockets of liquid remained behind in the older tanks, and it is that material that was found to be seeping in the soil again from six tanks, she said. According to the DOE, one of those tanks currently holds about 447,000 gallons of radioactive sludge.

Under the multibillion-dollar cleanup plan, the waste from the storage tanks will eventually be processed in a special treatment plant that will immobilize the waste in a glass-like material that can be safely disposed of underground in stainless steel canisters.

But Dahl said construction of the waste treatment plant was still years away.

For more than 17 years, the remote Howe Sound cul-de-sac has been under one of B.C.?s longest standing boil-water advisories.

Residents there, like their West Van neighbours, have pulled water from the nearby Montizambert Creek since the 1940s.

But while West Van?s drinking water is drawn from the creek and purified in a provincially regulated treatment facility, the Montizambert Wynd water comes directly off West Van?s raw-water pipe and is treated in-home with private point-of-entry systems.

Residents have long maintained that these personal water purifiers are reliable and safe, and there have been no recorded incidents suggesting otherwise.

But with no provincial oversight or quality assurance from either Metro Vancouver or Vancouver Coastal Health, it?s recently come to the West Van government?s attention that the District could be held legally responsible as Montizambert?s water supplier if something were to go wrong.

At the request of Montizambert residents, West Van District has in the past explored the possibility of either absorbing the 13-home community into West Vancouver or selling the residents access to its water supply. In November, the District determined that neither option would be appropriate and on Monday gave Montizambert residents six months to find a solution to their water woes with Metro Vancouver or else their connection to West Van?s raw-water pipe would be severed.

Montizambert residents at Monday?s meeting pleaded for an extension of council?s decision on the severance for another month, but council declined, saying six months should prove ample time to find a resolution.

?The residents of West Vancouver have effectively already paid thousands and thousands of dollars in staff time and legal fees on this issue and will continue to do so if we spend the next six months negotiating with you,? Coun. Nora Gambioli said.

All who spoke on it agreed, with council passing the motion unanimously and Mayor Michael Smith suggesting he was confident that, at the end of six months, Montizambert residents wouldn?t be left high and dry.

?We?re still in no way closing the door on the residents out there,? Smith said. ?We like to be good neighbours and if we can find a resolution that works for everybody through Metro Vancouver finally getting involved, then council can at a later point in time rescind this motion ? if there is a resolution in place.?

Heat blow huge lead then beat Cavs for 11th in row

MIAMI (AP) ? LeBron James scored 28 points, Dwyane Wade scored 11 of his 24 in the final five minutes, and the Miami Heat extended the NBA's longest current winning streak to 11 games, beating the Cleveland Cavaliers 109-105 in a back-and-forth matchup Sunday night.

Mario Chalmers scored 16 points, Shane Battier added 14 and Ray Allen had 11 for the Heat, who took a 22-point lead early in the second half, then prevailed despite being outscored by a whopping 30 points over a 17-minute stretch.

Miami was down eight with 5:16 remaining, and still won.

Dion Waiters scored 26 points, C.J. Miles added 19 and Kyrie Irving scored 17 for Cleveland. The Cavaliers are now 1-8 against the Heat since James signed with Miami in July 2010.

Cleveland erased a 22-point deficit in the third quarter to take the lead, and led by 97-89 with 5:16 remaining ? before the Heat found a way to come back.

More specifically, before Wade found a way to come back.

Wade started what turned into a 16-4 run with a fadeaway with just under 5 minutes to go, then added a three-point play on the next Miami possession to cut the Cavs' lead to 97-94.

The Heat were back in business. And after Irving missed a layup with about 1:35 left, Wade got the rebound and wound up setting up Battier for a 3-pointer that put Miami on top again ? and for good.

From there, the Heat got a little bit of luck. Bosh set up James for what should have been an easy layup with about 40 seconds left. James somehow missed, and the ball wound up back in Bosh's hands, the Heat having a new shot clock. Wade wore it down, then drove the left side of the lane for a two-handed slam with 24.4 seconds to play, and Miami on top by four.

End result of James missing the easy one: Another 16 seconds coming off the clock, and Miami extending the lead to two-possession territory anyway.

Down 68-46 early in the third quarter, the Cavaliers looked finished ? last-place team, on the road, against the reigning NBA champions who just happened to have the league's longest current winning streak.

Midway through the third, Miami's lead was still 17.

With two minutes left in the period, the cushion was 10.

By the start of the fourth, it was nonexistent. The C.J. Miles Show lasted for all of 63 seconds. And they were a scintillating 63 seconds.

It starts with 1:35 left, a 3-pointer from Miles getting the Miami lead down to seven. Then he got a rebound, came downcourt and connected on another 3-pointer. Lead down to four. Another stop by the Cavs on one end, then another 3-pointer for Miles on the other ? that one coming both with him drawing a foul from Mario Chalmers, and with Heat coach Erik Spoelstra getting hit with a technical from referee Ed Malloy for arguing.

He made the technical free throw to tie the game, the free throw for the Chalmers hit to put the Cavs ahead, and they carried that 82-81 lead into the fourth, having closed the quarter on a 36-13 run.

Miami used a 23-4 run in the first half to take what looked like a commanding 42-22 lead ? with more than 9 minutes left until the break. The Heat then managed only one field goal in the span of about five minutes, giving Cleveland the chance claw back into things, which the Cavs did.

Thompson attacked the basket for a pair of scores, Waiters scored from close range as well, and the Cavs were suddenly within 48-41.

So Miami answered with another burst. James didn't miss in the final 4:29 of the half, scoring 10 points on a 4-for-4 run from the floor and fueling what became 16-5 spurt that gave Miami a 64-46 lead going into the locker room. And for good measure, Miami got the first two baskets of the second half, pushing the lead to 22, the biggest of the night.

Over, right?

Not even remotely close.

Poulter, Mahan on collision course at Match Play

MARANA, Ariz. (AP) ? Before the first shot of the Match Play Championship, and before the first snowfall, Hunter Mahan was asked for three players with the best reputation in match play.

Ian Poulter was on his list.

Now he gets to find out for himself.

Poulter again proved to be one tough customer Saturday when he beat Steve Stricker with one big putt after another, advancing to the semifinals and improving his record in match play around the world to 19-3-2 over the last four years.

Next up is Mahan, who is leaving his own mark at Dove Mountain. Mahan outlasted U.S. Open champion Webb Simpson in 18 holes, leaving him two wins away from joining Tiger Woods as the only repeat winners of this World Golf Championship. Not only has Mahan won every match he has played ? 11 in a row ? over the last two years, he now has gone 151 consecutive holes at the Match Play Championship without trailing.

Poulter is aiming for his second Match Play win in the last four years.

"I have so much respect for the guy and how he plays," Mahan said. "There's not one part of his game that really shines. He has a great short game and he's a great putter, but to me, his determination and his will is his greatest strength. He's never going to think he's out of a hole."

Not to be outdone, Matt Kuchar reached the semifinals for the second time in three years with steady play, rarely taking himself out of position. That proved way too much for Robert Garrigus, who was 4 down through 10 holes and didn't make it beyond the 16th green.

Kuchar will play Jason Day of Australia, who won a tight match against Graeme McDowell in 18 holes.

The biggest stars in golf might be long gone. In their place are two guys who might be the best in match play over the last few years.

"I know it's not the top four in the world, probably what everyone was hoping for," Mahan said. "But there's been a lot of great golf played, a lot of great shot, a lot of great putts. There's a lot of great players."

Along with a perfect singles record in the Ryder Cup, Poulter has won the WGC version of the Match Play Championship and the World Match Play Championship in Spain in 2011. He wasn't aware of his sterling record since 2010, nor did he sound terribly surprised.

"I'm pretty proud of it," he said. "Does it surprise me? I love match play."

That much is becoming abundantly clear. After he pulled away from Tim Clark of South Africa in the third round Saturday morning, he faced his toughest challenge yet in Stricker, who started his 46th birthday celebration by making eight birdies in a brilliantly played match against Scott Piercy in the third round.

Stricker holed a 30-foot putt on the final hole for the win, and then ran into someone who putted even better.

The match effectively turned on the third hole. After they traded birdies, Stricker stuffed his tee shot into 6 feet, while Poulter pulled his shot some 40 feet away above the ridge. Poulter wound up making the putt, and all Stricker could do was laugh. He missed his short birdie, and the momentum shifted for good.

Describing the big moment, it wasn't clear if Poulter was talking about his putt or driving through a roundabout in England.

"It was 40 feet, left-to-right, right-to-left, right-to-left again, hopefully slowing down on the ridge, taking a left-hand turn, down the slope and then chucking a little left to right at the end to drop it," Poulter said. "It was really nice."

Stricker didn't win another hole until he was 3 down at the turn, and while he made birdie on the 10th to pick up a little momentum, he gave it right back with a tee shot into the desert on the par-5 11th, leading to a bogey. Poulter won the next with a 20-foot birdie putt, and from there it was a matter of time.

Even the final hole showed Poulter's putting prowess.

Poulter was 3 up with three holes remaining when he missed the green to the right. Stricker came up short and chipped to about 3 feet. As Poulter was studying his chip, a fan near Poulter said, "Pick it up," and Stricker did just that.

"I think it was close enough, anyway, but for a split second, it was a little off-putting," Poulter said. "And I guess I had to hole a 12-footer to finish the match."

That he did, and now plays the defending champion.

Mahan hasn't lost any match around the world since Martin Kaymer beat him in the third round at Dove Mountain in 2011. He exacted a small piece of revenge by beating Kaymer in the third round. Mahan had to play only 43 holes to reach the quarterfinals.

But his match against Simpson was tough from the start, and it was the first time Mahan played the 18th hole in competition since his opening match a year ago.

Neither player led by more than one hole, and Mahan took the lead for good on the par-3 16th when Simpson missed a 10-foot par putt. Mahan had to make a 7-foot par putt on the 16th for his par and the lead, and the finished with pars.

Day fell two holes behind immediately against McDowell, and the turning point might have been the seventh. McDowell had a tough chip behind the green that he moved only a few inches and wound up making bogey. Day holed a 6-footer for par to square the match, and it was a see-saw match the rest of the way.

In the gallery with McDowell was Shane Lowry, the No. 64 seed to eliminated Rory McIlroy in the opening round. McDowell made three birdies in a five-hole stretch at the turn to build a comfortable lead and went on to win, 3 and 2.

His putter let him down against Day, however. He missed a 10-foot par putt on the 17th that gave Day the lead, and then missed a 15-foot putt from just off the green that would have extended the match.

Day became the first Australian to reach the semifinals since Geoff Ogilvy won in 2009, and it took a lot to get there. He beat the Masters champion (Bubba Watson) and a former U.S. Open champion (McDowell) on the same day.

"It's like playing on Sunday every day here," Day said.

He faces Kuchar, who lost to the eventual champion each of the last two years. Garrigus had said earlier in the week that he looked at his bracket and figured didn't see anyone he couldn't beat. He must have overlooked Kuchar, who birdied the ninth for a 3-up lead and never let Garrigus get close.

Poulter at No. 11 is the highest seed remaining. The other seeds are No. 21 (Kuchar), No. 23 (Mahan) and No. 41 (Day).

Given the nature of 18 holes of match play, and the fine line of talent in golf at the highest level, the seeds don't mean much in this tournament. Poulter and Mahan have shown that to be the case.

AMD Turbo Dock tech boosts performance of docked Windows convertible laptops

While the jury's still out as to whether users will embrace the new convertible laptops that have launched with the debut of Windows 8, AMD is betting that its new Turbo Dock technology can help improve the computing experience whether you're using one in tablet mode or as a traditional notebook.

The chip company says its new feature, to be showcased in devices unveiled at next week's Mobile World Congress 2013, addresses the fact that the hybrid device performs similarly whether it's in laptop or tablet mode, even if you are doing wildly different tasks. To remedy this situation, Turbo Dock will speed up the accelerated processing unit (APU) of the unit when its docked in its keyboard, while drawing less power when it's being used as a tablet.

The innovation will be baked into AMD's new "Temash" chip for tablets and hybrid devices, which will also be on display at MWC 2013. It will counter Intel's current Ivy Bridge processors being used in Windows 8 mobile PCs, as well as the forthcoming Haswell chips. Like Intel, AMD is playing catch-up in the tablet processor space, but hopes its long-time association with traditional Windows desktops and laptops will help it break into the market via the new form factors based around Windows 8.

The Turbo Dock feature is a nice selling point -- especially if it works well in real-world testing -- that marries internal performance to external usage, but will anyone be buying? That's not a question unique to AMD and its new Temash platform. To spur the adoption of touchscreen Windows 8 systems, including the convertible laptops Turbo Dock is designed to work with, Microsoft and Best Buy are planning a $100 discount program starting this Sunday.?

We'll see what types of devices Turbo Dock will launch with as MWC 2013 kicks into gear next week, so stay tuned.

1) Wedding bell blues

Debt is bad for a myriad of reasons but here's another I didn't expect; it impairs marital prospects.. Research reported here by Forbes found a correlation between student debt levels and singledom among the female graduates in particular. Obviously correlation doesn't prove causation and the piece explores various reasons why there might be a relationship between the two, including the possibility more women are deliberately eschewing marriage because they have other things on their mind other than being wives. I'd be interested to see some longitudinal studies done in New Zealand given our student loan debt stands at a staggering NZ$12.9 billion. All I know is if you take on someone else's debt, there should be a lot of love invested in the relationship.

2) Brain Gain

Because I'm all about positive thought and action these days, three cheers to BNZ's Tony Alexander for taking a fresh new approach to New Zealand's economic challenges by championing all that is good, promising and worthy of NZ Inc. Alexander, already a prolific writer, has added to his oeuvre with a monthly newsletter called Brain Gain as a way to keep expats connected and up to speed with what's happening back at home.? 3) Language and savings

Economist Keith Chen, in the TED talk, below makes an interesting link between language and savings and the power of words to shape and influence outcomes in the future. Bookmark it if you don't have time to watch it today.

4) Debt dissolution

Proof positive where there's a will, there's a way, of getting out of debt. How quickly you dig out depends on just how devoted you are to the cause. Eating discounted food past the best by date is not my recommended way of doing it, but credit to the bloke brave enough to go this route whose story is mentioned in this personal finance blog on debt reduction strategies.

5) Staying out of debt

And more on what it feels like to be debt free. The video below carried by Fox News explores one couple's strategy of getting rid of US$52K debt and their determination to stay debt free. Their best bit of advice (in my humble opinion) is doing something you love and feel passionate about for a living so you don't waste money filling emotional voids caused by the misery of a dead end job you don't enjoy. Same message I carry in my book. When you are happy, you are less likely to spend money.

Rape and killing of 3 young sisters shocks India

NEW DELHI (AP) ? Police were searching villages in western India on Friday for suspects in the rape and killing of three young sisters, as Indians still angry over the fatal gang rape of a woman on a New Delhi bus in December face another heinous sexual attack.

The bodies of the sisters ? aged 7, 9 and 11 ? were found Feb. 16 in a village well in Bhandara district in Maharashtra after they had gone missing from school two days earlier, said police officer Abhinav Deshmukh. The area is more than 1,000 kilometers (630 miles) south of New Delhi, the capital.

The victims' mother said police did not take the case seriously and did nothing for several days until villagers held protests.

Deshmukh said Friday that 10 teams of 30 investigators were working on the case and that he was confident they would find the killers soon.

Police first dismissed the deaths as accidental, the Press Trust of India news agency reported. The girls' mother accused police of a shoddy investigation and said they did nothing for two days. Enraged villagers forced shops to close, burned tires and blocked a national highway passing in the area for hours earlier this week, demanding justice.

Police eventually registered a case of rape and murder after a post-mortem of the girls found that they had been sexually abused and brutally killed, PTI said.

One police officer has been suspended for not acting promptly, Indian Heavy Industries Minister Praful Patel, who represents Bhandara district in Parliament, said Thursday.

Cabinet Minister Manish Tewari called the killings a "very, very heinous assault" and said Prime Minister Manmohan Singh was sending 1 million rupees ($18,300) to the girls' family.

The case has horrified Indians two months after they were outraged by the gang rape and killing of a young woman on a moving New Delhi bus.

The gang rape sparked nationwide protests about India's treatment of women and spurred the government to hurry through a new package of laws to protect them.

The gang rape victim and her male friend, who also was badly beaten up in the attack, were dumped naked on the roadside, and the woman died from her injuries two weeks later in a Singapore hospital. Five men are being tried on rape and murder charges in that case, while a sixth, who is underage, is in juvenile court.

A new law enacted by the government has increased the prison sentences for rape from the existing seven to 10 years to a maximum of 20 years. It also provides for the death penalty in extreme cases of rape that result in death or leave the victim in a coma.

Traces Of Anxiety Drugs May Cause Fish To Act Funny

Many of the drugs we take aren't actually digested ? they pass through our bodies, and down through the sewer pipes. Traces of those drugs end up in the bodies of fish and other wildlife. Nobody's sure what effect they have.

Now, a paper being published in Science magazine finds that drugs for anxiety drugs ? even at these very low levels ? can affect the behavior of fish.

This particular story starts with some fish that live in a creek just downstream from a sewage treatment plant in southern Sweden. Scientists sampled the perch in that area and discovered that they had accumulated low levels of drugs called benzodiazepines.

Environmental scientist Jonatan Klaminder recruited a couple of his colleagues at Umea University in Sweden to tackle this question in the lab.

They put some perch in a fish tank to see how they behaved under normal circumstances. Then they added some of a benzodiazepine drug called oxazepam into the tank, at the same concentrations it was found near the sewage plant, to see if it would change how the fish behaved.

Perch exposed to the drug oxazepam ate more quickly than fish that lived in clean water.

"What we found was very surprising," Klaminder says in an interview. "Individuals exposed to dilute concentration of this drug became more antisocial, they became more active, and they were actually more effective in eating."

At this point, Klaminder can only speculate whether the drug is actually affecting the population of perch in the wild. But hypothetically it could.

"This drug actually removes some of the fear, the sense of fear, from these fishes. So instead of being afraid they focus on feeding," he says.

In the wild, that could leave a small fish more vulnerable if it strays from the relative safety of a school.

"The most likely outcome there will be that a bigger fish will eat it," he says.

The key question is whether the drug is affecting the growth, survival and reproduction of fish in the wild, and by so doing perturbing the ecosystem.

"It's one thing to expose animals in a tank ? where they're captive and can't move away from the exposure ? to where you're in a large stream or water body and they can actually move around and get away from that," says Daniel Schlenk, an ecotoxicologist at the University of California, Riverside.

The water is likely to be considerably cleaner upstream and downstream from the sewage plant where the Swedish perch were captured.

Adding more uncertainty in this case: Benzodiazepines have been used for decades in Sweden, so they have no doubt been in this aquatic ecosystem for many years.

"These fish may have adapted to that," Schlenk says.

Scientists now realize that low levels of pharmaceuticals have spread through the environment. For instance, Schlenk has found a Valium-like drug in the hornyhead turbot, a fish that lives on the seafloor off the California coast. Other lab studies have shown that human drugs can affect the behavior of striped bass and other species.

These drug traces don't pose an obvious threat to people, who might drink water from streams or eat the fish that live in them.

"The presence of pharmaceuticals in surface waters ? or even the residues that accumulate in edible in fish and shellfish ? are much lower than what you might need to gain a therapeutic dose," says Bryan Brooks of Baylor University in Waco, Texas.

But, he cautions, that isn't necessarily the case in the developing world.

"Some of the observations in India, for example, downstream of manufacturing facilities, are among the highest concentrations of pharmaceuticals reported in the environment," he says. "So the developing world really deserves some additional attention."

As the Swedish study makes clear, we don't have the whole story yet regarding the impact of pharmaceuticals in lakes, rivers and streams. But scientists are ratcheting up their attention to these questions.

Another Counterfeit Cancer Medication Distributed in US, FDA Warns

FDA is alerting health care providers that an unapproved cancer medicine distributed by a United States company, Medical Device King (also known as Pharmalogical), is counterfeit. FDA reports that at least one batch of a counterfeit version of Roche?s Altuzan distributed in the US contains no active ingredient. The agency notes further that even if the identified product were not counterfeit, Altuzan (bevacizumab), an injectable cancer medicine, is not approved by FDA for sale in the US. The only FDA-approved version of bevacizumab for sale in the US is called Avastin^?, marketed by Genentech. The product labeled as Altuzan (bevacizumab) 400 mg/16 mL may be counterfeit if it displays batch No. B6022B01 (expiration date 11/2013) or batch No. B6024B01 (expiration date 02/2013).

FDA advises that medical practices that have obtained any medical products from Medical Device King, Pharmalogical, and Taranis Medical (another company associated with Pharmalogical) should stop using the products due to concern that the products may be unsafe or not effective. Health care providers should contact FDA?s Office of Criminal Investigations to arrange for the collection of these products. ?Medical practices that purchase and administer unapproved medicines are putting patients at risk of exposure to medicines that may be counterfeit, contaminated, or improperly stored and transported,? warns FDA. To protect patient health, health care providers should use only FDA-approved medicines. FDA issued alerts about counterfeit cancer medications in February 2012 and April 2012. ?

FDA advises that health care providers should purchase prescription drugs either directly from the manufacturer or from wholesale drug distributors licensed in the US and provides a list of state agencies for assistance in verifying licensure. Another way that pharmacies can be assured of the legitimacy of a wholesale distributor is to look for NABP?s Verified-Accredited Wholesale Distributors^? (VAWD^?) Seal. Those wholesale distributors that achieve VAWD accreditation are in compliance with state and federal laws and NABP's VAWD criteria. Wholesale distributers that display the VAWD Seal as part of their accreditation have undergone a criteria compliance review, including a rigorous review of their operating policies and procedures, licensure verification, survey of facility and operations, background checks, and screening through the NABP Clearinghouse. Accredited facilities are reviewed annually and undergo a site survey every three years. Created in 2004, the accreditation program plays a pivotal role in preventing counterfeit drugs from entering the US drug supply.?
