In Virginia, rivals for Senate talk up cooperation

LEESBURG, Va. (AP) ? Democrat Tim Kaine talks a lot about Republicans ? the ones in his family, the ones he's worked with and the ones he hopes will help him bridge the caustic political divide if he's elected to the U.S. Senate.

"We can't have a functioning nation with a dysfunctional legislative branch," the former Democratic Party chairman says at a recent campaign stop. "John Warner said something to me: 'It's not sick-building syndrome, it's not in the water supply. It's in the character and the inclination of the people who walk in there every day.' The only way it will change is if we put in people who have a different set of character and inclinations."

Kaine's words draw loud applause from the seniors at Leisure World in this northern Virginia suburb, most of them Democrats, a few wearing "Grandma for Obama" buttons.

Former Virginia Sen. Warner isn't the only Republican whom Kaine mentions in his hour-long question-and-answer session on budgets, health care and education. He cites President Dwight Eisenhower, praises Sen. Lamar Alexander of Tennessee and mentions that his hero is his father-in-law ? Linwood Holton, who in 1970 was Virginia's first Republican governor since Reconstruction.

A few days later, at a retirement community near Fort Belvoir, Republican candidate George Allen eagerly recounts stories of successful bipartisanship from his days in the state legislature and talks of being "united regardless of party or where we live." The former senator ticks off the names of Democrats he worked with ? Hillary Rodham Clinton, Ron Wyden ? and the ones he's certain would join forces with him on energy ? Mary Landrieu, Joe Manchin, perhaps Mark Begich.

"I hope to win not because someone is so much against the other side. There's obviously differences. That's to be expected in a representative democracy. Not everyone has the same opinion. ... Then you have civil engagement where you discuss those ideas. Civil engagement is the best approach to create more jobs, better security, whatever the issue may be and let the people decide," Allen says.

Kaine and Allen ? two former governors locked in an excruciatingly close race for Senate ? purposely are talking up cooperation. It's not only recognition of the electorate's dissatisfaction with months of Washington vitriol and gridlock, it's a political necessity in an evenly divided state as they pitch to the few remaining independent voters.

Yes, Virginia is the decider this year, a genuine swing state that holds an outsized role in determining the presidency and control of the Senate. It is one of roughly a dozen battleground states that could tip the election to either President Barack Obama or Republican Mitt Romney. It also is one of about a dozen Senate races that could decide who's in charge on Capitol Hill in January.

Polls have shown Kaine, 54, the former Richmond mayor and lieutenant governor, and Allen, 60, namesake son of the legendary Washington Redskins coach, essentially tied for much of the year. Two new polls out this week gave Kaine a slight advantage. The difference on Election Day could be fewer than 10,000 votes. In 2006, Democrat Jim Webb edged out Allen by just under 9,000 votes out of 2.3 million cast.

"Our country was formed on compromise," said Preston Hewitt, 62, a Republican who heard Kaine talk to workers at the Raging Wire data centers in Ashburn, Va., and is considering backing the Democrat.

"That's the way it should be," said Monique Baird, 81, an Allen supporter at the retirement home near Fort Belvoir who faulted President Barack Obama for divisive politics and a move toward socialism.

In the campaign's final seven weeks, Kaine and Allen have three debates ? one Thursday, another Oct. 8 and the last one at Virginia Tech on Oct. 18.

"You've gone through a few rendezvouses with destiny," Allen tells the World War II veterans and other military retirees, "but as far as younger generations, for all of us, this is our time for choosing, or as my father would say, 'The future is now.' That future is going to get decided on November 6."

All year, roughly a dozen Senate races have been fiercely competitive as Democrats fight to hold onto their slim majority ? 51-47 plus two independents who caucus with the party ? while defending 23 seats to the GOP's 10. Republicans need a net gain of four seats to grab control.

Some races have receded in the final stretch ? New Mexico looks more certain for Democrats, Arizona for Republicans. The GOP establishment abandoned Missouri after Rep. Todd Akin's comments about pregnancy and "legitimate" rape. Polls suggest that once vulnerable Democratic Sen. Claire McCaskill will hold the seat.

At the same time, Republicans are more upbeat about keeping the Maine seat of retiring Sen. Olympia Snowe, with both the National Republican Senatorial Committee and the U.S. Chamber of Commerce spending money on ads in the state. The three-way race pits independent Angus King, the former governor who is likely to side with Democrats if elected, against Republican Charlie Summers and Democrat Cynthia Dill.

The GOP also sees an opening in Democratic-leaning Connecticut where Rep. Chris Murphy, who doesn't have much statewide name recognition, has struggled against Republican Linda McMahon, the professional wrestling executive who has focused on her business background in her second consecutive bid for the Senate.

Other core contests for deciding which party will run the Senate are in Massachusetts, Montana, Nevada, Wisconsin, Ohio, North Dakota and to a lesser extent Florida and Hawaii. Republicans are counting on winning the Nebraska seat despite former Sen. Bob Kerrey's efforts to keep it in the Democratic column. Democrats are energized about improving prospects in Indiana, where Rep. Joe Donnelly is locked in a close race with Richard Mourdock, who isn't getting much help from the man he defeated in the GOP primary ? six-term Sen. Richard Lugar.

And then there's Virginia, where the U.S. Chamber of Commerce, Karl Rove's Crossroads GPS and other groups have pummeled Kaine since the early part of the year with some $10 million in negative ads. Crossroads launched three commercials last week that criticize the Democrat, including one that accuses him of "questionable judgment" for backing the same budget deal last August that President Barack Obama and congressional Republicans, including vice presidential candidate Paul Ryan, supported.

Kaine held off on his advertising until Aug. 21, after the Summer Olympics, then unveiled the first round of $4.5 million in commercials, including one in which he casts himself as more of a fiscal conservative than his rival with cuts to his own pay and a balanced state budget.

"We thought Virginia wouldn't want negative and they wouldn't want it too early," Kaine told the Leesburg audience, drawing applause when he points out that the millions of ads against him had little impact on the polls.

The election will determine whether Kaine's strategy of waiting until the final stretch was a smart move or a response that came too late.

Allen, in his ads, focuses on his blueprint for America, highlighting his emphasis on energy, tax reduction, job creation and avoiding more defense cuts.

The Republican is hoping to revive a political career that once had him mentioned in the GOP lineup for 2008 presidential candidates. It all ended in a single moment ? the "macaca moment" ? when Allen used the term, considered an ethnic slur, to describe a Democratic campaign volunteer of Indian ancestry in 2006. Weeks later, he lost to Webb.

"We lost very narrowly and it's a humbling experience," Allen says. "You do learn sometimes more from losing than you do from winning."

Kaine points out that he's seven-for-seven in elections but has never gotten more than 53 percent of the vote. "I'm like the Maalox candidate," he tells the seniors in Leesburg.

Obama's rise or fall in Virginia will go a long way to determining Kaine's fate. The Democrat says he doesn't always agree with the president. Kaine would let the Bush-era tax cuts expire for those making $500,000 or more compared with the president's $250,000 threshold. Kaine disagrees with Obama clean-energy initiatives, and in one ad takes a helicopter ride over a Virginia hybrid energy coal plant in Wise County.

"I don't distance myself from the president. I want him to be re-elected. I think he deserves to be re-elected but we don't agree on everything, so when we don't I point it out," Kaine said in an interview, days before polls show Obama with a slight lead in the state.

Virginia has changed significantly since Allen won in 2000. The population stands at 8.1 million, with 19.8 percent African-American and 8.2 percent Hispanic. The suburbs and exurbs stretching across northern Virginia account for 30 percent of the population, Kaine often points out.

The unemployment rate stands at 5.9 percent, well below the national average, thanks to jobs in places like Loudoun County, dubbed the "fiber optic capital of the country" and Silicon Valley east.

The Old Dominion stands as the new Dominion.

France to ban new prophet film protest

(AP) ? France's leadership is barring a planned protest by people angry over a film produced in the United States that insults the Prophet Muhammad, but are defending a newspaper's right to publish caricatures of the prophet.

France's foreign minister said security is being stepped up at some French embassies amid tensions in France and elsewhere around the film "The Innocence of Muslims." French authorities and Muslim leaders urged calm in the country with western Europe's largest Muslim population.

Riot police took up positions outside the Paris offices of a satirical French weekly that published crude caricatures of the Prophet Muhammad on Wednesday that ridicule the film and the furor surrounding it. The provocative weekly, Charlie Hebdo, was firebombed last year after it released a special edition that was "guest edited" by the Prophet Muhammad and took aim at radical Islam. The investigation into that attack is still under way.

Prime Minister Jean-Marc Ayrault said that organizers of the planned demonstration Saturday against the film "Innocence of Muslims" won't receive police authorization for the protest.

Ayrault told French radio RTL on Wednesday that "there's no reason for us to let a conflict that doesn't concern France come into our country. We are a republic that has no intention of being intimidated by anyone."

A wave of protest has swept some Muslim countries over the amateurish video posted online. The total number of deaths linked to unrest over the film is at least 28.

In Paris, prosecutors have opened an investigation into an unauthorized protest last Saturday around the American Embassy that drew about 150 people and led to scores of arrests.

The tensions around the film in France provoked debate about the limits of free speech.

Ayrault emphasized that the freedom of expression was guaranteed in France, but said it "should be exercised with responsibility and respect."

Satirical, small-circulation weekly Charlie Hebdo often draws attention for ridiculing sensitivity around the Prophet Muhammad. Its website was down Wednesday, but it was unclear why.

Foreign Minister Laurent Fabius, speaking on France Inter radio, said Wednesday, "In France we have freedom of expression, very well, this principle must not be infringed." But he added, "Is it pertinent, intelligent, in this context to pour oil on the fire? The answer is no."

He said that he had "sent instructions to all countries where this could pose problems, we are taking specific security measures."

An umbrella group for French Muslims, the CFCM, issued a statement expressing its "deep concern" over the latest Charlie Hebdo caricatures and warned that "in a very tense context, it risks exacerbating tensions and provoking reactions."

It urged French Muslims to "not cede to provocation and ... express their indignation in peace via legal means."

Five Wii U games you'll want to play

It's official, Nintendo's new game machine will arrive in two months. The question is, which?games are going to most?make you want to drop the $300 (or perhaps $350) it'll cost?to buy the Wii U?

The Japanese game giant, which has struggled in recent years,?is under a lot of pressure to make sure?this successor to the Wii succeeds. And it is the games that will, ultimately, decide the Wii U's success ... or failure.

With that in mind,?Nintendo has said 50 games will arrive?during the Wii U's "launch window." That's a?pretty big window of time?? from the Nov. 18 Wii U launch to March 2013 . ?But the good news is, there is something on the list?for just about every type?of gamer.

I've had a chance to get my hands on several Wii U games and there are a lot of promising offerings. Here's a look at five of the games that will make you want to pick up Nintendo's newest?machine.

Rayman Legends?? available Nov. 18
The colorful, zany and incredibly?fun "Rayman Origins" was one of my very?favorite games of last year. And from what I've seen of "Rayman Legends," it promises to rise again to the top of my list. In fact, of all of?the Wii U games I've tried so far, this one is my favorite.?

"Legends"??features the bright, kooky art we first feasted our eyes on with "Origins" as?well as more of the delightfully?creative level design and ear-infectingly catchy music. Like "Origins," "Legends" is a platforming game with a cooperative multiplayer option. But this time around, one player uses the Wii U's GamePad controller ??and?its touchscreen ??to assist up to four other players using the standard?Wii Remote controller. Together you'll have to?navigate some?wild, brilliant challenges. With the GamePad's touchscreen, you'll grab and pull creatures out of the ground, you'll open secret paths and?you'll knock enemies out of the way.

It promises to be an excellent?game to play not only with your friends, but with kids or less-experienced players as well. There are wacky good times ahead. Check out some of the gameplay in this video below:

ZombiU?? available Nov. 18
Zombie games just got a lot?more realistic with "ZombiU" ??a title?specifically?made with the Wii U in mind. This survival-horror/first-person shooter has you making your way through a London infested with the undead. But what sets this game apart is the way it puts the Wii U's GamePad controller to work.

You'll use the controller as your "Bug-Out Bag" ??the place where you keep and manage all?the things you'll need to survive: weapons, medical supplies, maps, etc. You'll also use it as a sniper scope and a zombie-detecting radar, among other things.?I've spent some time with this game and it's a seriously intense thrill ride. Check out this trailer to see what I mean:

The Wonderful 101?? TBD
Platinum Games ??the folks who gave?us the Sin-City-inspired "MadWorld" game and the witchy action game "Bayonette" ??have created this super-hero title specially for the Wii U. But in "The Wonderful 101," you don't just control a single super?hero out to save a city under attack ? you control up to 100 of them.?

You'll use your?Special Morph Powers?to form flocks of wee?heroes?into different shapes so they can battle giant invading aliens. Wonderful 101 powers activate! Form of?a giant fist! Form of a giant sword! You can recruit citizens as you go and increase those morphing powers. Meanwhile, you'll use the GamePad's touchscreen to control the heroes and solve puzzles in the game.

Pikmin 3?? TBD
If super heroes aren't your thing and adorable ant-like creatures are, then "Pikimin 3" should be on your list of must-have Wii U games. Nintendo's beloved "Pikmin" series finally ... FINALLY ... gets a new installment and in?gorgeous?HD no less.

We've been waiting a long time (eight years to be precise) for a new "Pikmin" game. Like its predecessors, "Pikmin 3" is?real-time strategy game which tasks you with controlling swarms of tiny?little plant-like aliens trying to survive in the big, wild?world. ?You'll be able to control your Pikmin using either the GamePad or Wii Remote controller as you set them to various tasks such as breaking down barriers, harvesting food and?taking out enemies. ?

You can use the GamePad controller as a map to keep track of what's happening with your army of Pikmin, who've been given a vibrant and detailed new life thanks to the Wii U's processing and graphical horsepower.?Here, take a look:

You know who's always getting all the attention? Mario, that's who. But what about poor Wario ??that?under-appreciated, rather malevolent alter-ego to the famed Nintendo plumber? He deserves the spotlight?too.

So sure, we're looking forward to picking up "New?Super Mario Bros. U" when the new machine?launches, but ?that's the obvious choice. If you want to grab a game that makes ultimate?use of the Wii U's GamePad controller and promises to add a whole lot of wackiness to your playtime, then "Game & Wario" is for you.

This Wario-themed collection of mini-games finds players using the GamePad's touchscreen and tilt controls to shoot arrows at incoming enemies, guide a disco-skiier downhill, and snap?photographs of bad guys in a scene playing out on the TV.

Depending on the mini-game, up to five people can play at one time, which means "Game & Wario" will be a good option for a?game party night. It'll?also be?a good way to show off the features of your?new Wii U.

NEW YORK - September 19, 2012 - Sally and Harry are about to invest in their company's 401(k) plan. Sally chooses the best performing mutual fund, which has high risks but boasts a 25 percent year-to-date return. Harry, after considering the tradeoffs between risks and rewards, opts for a lower performing fund with an 8 percent year-to-date return. When they receive their next quarterly performance reports, both Sally and Harry discover that their funds have met their initial expectations. Are they satisfied? If not, why? And how could their levels of satisfaction be improved?

One might assume that Sally and Harry would be equally pleased, since both have met their expectations. However, new research by Gita Johar, the Meyer Feldberg Professor of Business and senior vice dean of Columbia Business School, and Cecile K. Cho of the University of California, Riverside, shows that this equation is not so simple. Instead of comparing performance to an initial goal, consumers sometimes evoke an entirely different standard. In fact, poor performers tend to compare results to the highest potential results, and are therefore dissatisfied, the authors found. However, if these performers are reminded that they set their own goals-and that these goals were met-they are as satisfied as better performers.

The authors conducted two experiments involving financial decision-making and problem solving. In the financial decision-making experiment, participants set financial return goals and then constructed a portfolio based on information about different stocks. Participants then received feedback about their portfolios' performance and provided feedback about their levels of satisfaction. Similarly, in the problem-solving experiment, participants set a performance goal, performed the task, received feedback on their performance, and reported their levels of satisfaction.

The researchers found that in many instances, participants compared their performance to the best possible outcome, and that low performance resulted in low levels of satisfaction?even when participants achieved their initial goals. However, if the participants were reminded of their goals at the time that they received feedback on their performance, they reverted to their initial goals as a comparison; in those instances, low performers were as satisfied as high performers.

The study has implications for the management of consumer satisfaction. "It may be tempting, in this era of customization, to allow different customers to select their own levels of product performance," the authors wrote. "Even if the product lives up to an individual customer's goal, the longing for the potential is likely to color the customer's satisfaction." More generally, the study suggests that consumers who set "safe" goals may not be maximizing their satisfaction in the end.

The study has implications for the management of consumer satisfaction. "It may be tempting, in this era of customization, to allow different customers to select their own levels of product performance," the authors wrote. "Even if the product lives up to an individual customer's goal, the longing for the potential is likely to color the customer's satisfaction." More generally, the study suggests that consumers who set "safe" goals may not be maximizing their satisfaction in the end.

Protection for humans on Mars

ScienceDaily (Sep. 18, 2012) ? The rover "Curiosity" is currently working on Mars for six weeks. NASA also plans to send humans to Mars within the next 20 years. On the flight and during the stay on Moon or Mars the astronauts have to be protected against long exposure to cosmic radiation that might cause cancer.

On behalf of the European Space Agency ESA the GSI Helmholtzzentrum f?r Schwerionenforschung GmbH tests whether Moon and Mars regolith can be used to build shieldings for ground stations.

On Earth the atmosphere and the magnetic field weaken cosmic rays. But on Moon and Mars they pelt down unhamperdly. The cosmic radiation can harm astronauts and could cause cancer in the long run as a result of damage in DNA and cells.

Chiara La Tessa is manager of experiments in GSI biophysics. She explains why Moon or Mars ground stations would not be built from terrestrial high tech material: "In space travels every gram counts. Transporting building material through space would lead to a cost explosion. That is why ground stations would basically be built from Moon and Mars regolith -- especially the shielding. We know from the analyses done by rovers what the local sand and stones consist of. With this information one can produce Moon and Mars regolith on Earth and we test it for its properties." As cosmic rays are nothing else but fast ions that were accelerated by star explosions they can be simulated by an accelerator. The GSI facility is one of the few able to reproduce cosmic rays in an original way.

After the GSI team tested how well the stone slabs can protect against radiation in the American accelerator laboratory in Brookhaven, they now explore how many neutrons are produced in the materials when radiated.

If cosmic rays strike the stones with full speed they smash some atomic nuclei to pieces. The resulting free neutrons have a different effect on the human body than cosmic radiation. Depending on their speed they might even be more harmful.

At GSI the scientists now tested how strong the neutron effect is in Moon and Mars regolith and how far it passes through the material. ?I cannot estimate how the material is going to react to the radiation yet," says La Tessa. ?Will many neutrons be produced? How many fast and how many slow ones? This we will know when we analyzed our experiment data."

The tests funded by ESA were coordinated by Thales Alenia Space Italia. The prime contractor of ESA's project also designed the test plan in cooperation with GSI, chose the materials and evaluats the results.

Tigers limping entering showdown with ChiSox

CLEVELAND (AP) - The Detroit Tigers lost their manager, catcher and a crucial game in the AL Central race.

Now, the Tigers are hoping to quickly rebound from their sour Sunday after twice blowing leads to the Cleveland Indians.

Lonnie Chisenhall singled in the winning run with one out in the ninth inning to give Cleveland a 7-6 win - the Indians' first at home when trailing after eight innings in more than a year.

Tigers manager Jim Leyland was ejected and catcher Alex Avila hurt in a collision with Prince Fielder as Detroit dropped two games back in the AL Central. The Tigers go to Chicago to face the first-place White Sox on Monday.

"It was a good comeback," Leyland said. "There wasn't anything cheap about it. It was a heck of a ballgame. Give them credit. That's the way it goes. Turn the page and move on."

Before the game, Leyland said the makeup of Thursday's rainout with the White Sox would be huge since it is the last meeting between the rivals.

It is even bigger for the Tigers after Cleveland's comeback.

Jason Kipnis doubled off Jose Valverde (3-3) and scored the tying run on a one-out triple by Carlos Santana. Right fielder Don Kelly nearly made a leaping catch, but the ball dropped as he crashed into the wall.

Valverde then intentionally walked both Michael Brantley and Ezequiel Carrera to face Chisenhall, who lined the first pitch to right-center.

"You've got to get the ball to the outfield there," Chisenhall said. "They weren't walking guys to get to me, I'd like to think. They were trying to get the bases loaded and have the force out.

"It's definitely exciting. You like to win games like that."

Esmil Rogers (2-1) pitched one inning for Cleveland, an AL-worst 17-45 since the All-Star break, and just 11-37 since July 26.

Miguel Cabrera, with visiting Detroit fans chanting "MVP! MVP!" hit a three-run homer in the seventh to put the Tigers ahead 6-5. Cabrera connected off Joe Smith for a 402-foot drive.

But Valverde got his fifth blown save in 36 chances as he worked for the third day in a row.

"We were asking a lot of Valverde," Leyland said. "He had better velocity than he had the last couple of nights. We talked to him before the game and he said he was good to go."

Valverde credited the Indians.

"I made good pitches, but they hit them," he said. "I want to be perfect, but I am not. Now, let's go to Chicago and win."

Cleveland scored two unearned runs in the fifth for a 4-3 lead after trailing 3-0. Leyland got tossed for arguing the play that put the Indians ahead.

With the score tied at 3, first-base umpire Brian Knight ruled shortstop Jhonny Peralta's throw trying for an inning-ending double play was too late as Brantley scored from third base.

First baseman Prince Fielder hopped off the bag and yelled and Leyland came out to disagree. Cabrera was restrained by other umps from going across the diamond from his third base position to join in.

Earlier in the inning, Leyland disputed a call by Knight that also kept Detroit from turning a double play.

"They were unbelievable bang-bang plays," Leyland said. "At this time of year with the importance, you get a little more excited. Obviously, I thought they were out. The umpire saw it differently."

Avila left in the sixth after colliding with Fielder. Avila was about to catch Santana's foul pop along the warning track in front of Detroit's dugout when Fielder, listed at 275 pounds, ran into him. The ball dropped and so did Avila.

"It looked like a knockout punch," Leyland said. "The elbow got him in the jaw."

Leyland said trainers told him Avila has a sprained jaw, no concussion, and could possibly play Monday. Leyland said he likely was going to rest Avila anyway against White Sox lefty Jose Quintana.

Given new life, Santana got an RBI single on another questionable call by Knight. With Asdrubal Cabrera on second, Santana hit a grounder between third and short that Miguel Cabrera snared with a dive. His high throw from his knees pulled Fielder off the bag, but the first baseman tagged Santana. Knight ruled safe as Asdrubal Cabrera kept running and scored.

Fielder and acting manager Lloyd McClendon both protested.

"It was a weird game," Tigers starter Rick Porcello said. "Whether we get those calls or not is tough to say. It was frustrating, but you have to deal with it and push on."

Detroit took a 2-0 lead in the first off Ubaldo Jimenez. Both runs scored as Brennan Boesch was safe with a bases-loaded infield single when Jimenez fielded his slow tapper, but threw low and late to first for an error.

Cleveland loaded the bases on three walks in the first, but Porcello got Russ Canzler to hit the ball back to him and made the play for the third out.

Delmon Young, hitting .167 (5 of 30) in the Tigers' previous eight games, hit an RBI single to make it 3-0 in the third.

Porcello gave up three hits in the fourth as Cleveland got within 3-2. Shin-Soo Choo's two-run bloop single to left drove in Canzler, who had singled and came after a two-out double by Jack Hannahan.

He got hurt trying to make a catch Saturday when he ran into the center-field fence. "I definitely anticipate playing (Monday)," Jackson said. "We'll see. It hurt too much today." ... Louisiana State University evacuated in bomb scare

NEW ORLEANS (Reuters) - A bomb scare prompted authorities to evacuate Louisiana State University and place four nearby public schools under lockdown on Monday while police with sniffer dogs investigated.

A caller telephoned the threat to the East Baton Rouge Parish emergency center at 10:32 a.m. (1532 GMT) and the center relayed the information to campus police, said University spokesman Ernie Ballard.

University Chancellor William Jenkins made the decision to evacuate the campus, and LSU alerted students, faculty and staff via text message at about 11:30 a.m. (1630 GMT), Ballard said.

All campus events were canceled for the day.

"It is important for all members of the LSU community - faculty, staff and students - to remain off campus unless specifically instructed to return," the university's communications office said a public notice.

Louisiana State Police received a request for assistance from campus police shortly after the threat was made, according to State Police spokesman Sergeant Len Marie.

He could not say whether anything resembling a bomb had been found.

As word of the threat spread, public school officials placed three nearby elementary schools and one high school on lockdown, meaning no one was allowed to enter or leave, according to the East Baton Rouge Parish School System.

Public schools spokeswoman Sonya Gordon said students would be allowed to leave at their regular times, unless there was confirmation that a threat exists.

On Friday bomb threats were phoned in to the University of Texas at Austin and North Dakota State University, prompting evacuations of both campuses. Students returned to those campuses hours later after police investigated and found no bombs.

Louisiana State Police were talking to their counterparts in other areas where university bomb threats were reported last week to determine whether there were similarities, Marie said.

NHL, union have contact, but no talks scheduled

NEW YORK (AP) ? The NHL entered the final full day of its collective bargaining agreement with no sign of the owners and players coming together to hammer out a new deal.

Brief conversations late Thursday and Friday between leaders on the two sides failed to spur more formal talks ? in fact, the idea of restarting negotiations didn't even come up. The collective bargaining agreement that ended the season-long lockout in 2005 expires at midnight EDT on Saturday, and NHL Commissioner Gary Bettman has said a lockout would kick in immediately if there is no deal in place.

"It's their decision," said defenseman Mike Weaver, the Florida Panthers' player representative. "When that padlock comes out, it's pretty much Bettman's decision on there."

The lockout would mark the NHL's fourth work stoppage since 1992.

On Thursday night, NHL deputy commissioner Bill Daly spoke to players' association special counsel Steve Fehr, the brother of union executive director Donald Fehr. The discussions mostly dealt with answering questions each side have about current proposals.

Bettman has said the season won't start without a new deal. Preseason games are scheduled to start on Sept. 23, and the regular season is to begin on Oct. 11.

"We have been clear that the collective bargaining agreement, upon its expiration, needs to have a successful agreement for us to move forward," Bettman said Thursday. "The league is not in a position, not willing to move forward with another season under the status quo."

On Friday, the Quebec labor relations board turned down a request from the players' association for a temporary injunction against a potential lockout in Quebec.

But the board also ruled Friday that more hearings are needed to make a final decision on a request by 16 members of the Montreal Canadiens and the players' association to declare a lockout illegal in the province.

No date was set for further hearings.

With the ruling, Canadiens players will be locked out with their colleagues if a work stoppage goes ahead on schedule.

Daly was happy with the decision.

"We are pleased but not surprised with the Quebec labor board's ruling tonight that any lockout of players will be effective on a league-wide basis, including in Quebec, and we are extremely appreciative of the expeditious and decisive manner in which the matter was handled," he said in a statement. "We are hopeful that this ruling will cause the players' association to cease pursuing these needless distractions and instead focus all of its efforts and energies on making progress at the bargaining table."

The union also saw the decision as a positive development.

"We are pleased with the ruling that the commission released tonight." players' association general counsel Don Zavelo said in a statement. "While the commission denied the players' request for emergency relief, it also rejected the NHL's request to dismiss the case. The ruling acknowledges that the players have raised issues about the legality of the NHL's planned lockout that require a full hearing on the merits.

"We remain confident that the lockout is prohibited by the Quebec labor code and look forward to presenting our case to the commission in the near future. Should the NHL carry out its threat to lock out the players in Quebec, it will do so at its own risk."

A similar request was filed late Thursday with the Alberta labor relations board. NHLPA director of operations Alexandra Dagg said the aim was to prevent players from the Canadiens, Edmonton Oilers and Calgary Flames from being locked out.

The NHLPA argued that because it isn't certified as a union with the province, its members can't locked out under Quebec labor law. In Alberta, the union will argue that proper procedure wasn't followed, including using a mediator.

On Thursday, players turned out in force in midtown Manhattan, while the league's board of governors met nearby in another hotel.

The last labor stoppage caused the cancellation of the entire 2004-05 season, a lockout that ended only when players accepted a salary cap and a 24 percent rollback of salaries.

"If we're not going to start camp on time, it's disappointing, for sure," Panthers forward Stephen Weiss said Friday. "We're all training all summer to be ready to play, and if we don't get that opportunity, it's disappointing. But I'm optimistic that we'll get a deal done sooner than later.

"There's smart enough people involved in this thing that I don't think it'll take too long. We just have to make sure whatever deal they do agree on, it makes sense for both sides and it will be lasting."

Following lockouts last year by basketball and football owners, Bettman says hockey management is determined to come away with economic gains, even if it forces another work stoppage.

"Two other leagues ? the NBA and the NFL ? their players have recognized that in these economic times there is a need to retrench," Bettman said after a two-hour owners meeting Thursday.

Damage from another lockout will occur almost immediately, and there is no telling how jilted fans and sponsors will react to another shutdown, especially if it lasts through the fall and into the winter.

Management's latest offer has a short shelf life. Once the lockout begins, Bettman says the economic damage would cause owners to offer players a less beneficial deal.

Players currently receive 57 percent of hockey-related revenue, and the owners want to bring that number down as far as perhaps 47 percent ? which is an increase from their original offer of 43 percent.

"The fact is, we believe that 57 percent of HRR is too much," Bettman said.

The union offered a deal based on actual dollars, seeking a guarantee of the $1.8 billion players received last season. Annual industry revenue has grown from $2.1 billion to $3.3 billion under the expiring deal.

Players are concerned management hasn't addressed the league's financial problems by re-examining the teams' revenue-sharing formula. Having made several big concessions to reach a deal in 2005, the union doesn't think it should have to make more this time after record financial growth.

The current contract was agreed to in 2005, and Bob Goodenow resigned as union head two weeks later. After stints by Ted Saskin and Paul Kelly, the union in 2010 turned to Fehr, who led baseball players through three work stoppages in the 1980s and '90s.

Buffalo Sabres goalie Ryan Miller said Fehr is doing a far better job communicating with members than leadership did in the last lockout. The 30 league owners are prohibited by NHL bylaws from publicly commenting about negotiations.

"I doubt that all the owners are as well informed as all the players," Miller said. "I don't know if that's going to get me in trouble or not. I just feel like it's kind of whatever they are told by Gary. I guess it's a little bit like politics. ... You have this whole thing where I'm sure they feel like a lot of what we're saying is spin."

Players struck in April 1992, causing 30 games to be postponed.

This would be the third lockout under Bettman. The 1994-95 lockout ended after 103 days and the cancellation of 468 games. The most recent lockout was finally settled in July 2005 ? 301 days into the work stoppage and a month after the league would usually have awarded the Stanley Cup.

"The players very much want to reach an agreement, provided that it is one which is fair and which is equitable and treats them appropriately," Donald Fehr said.

Just because you come across some hard times does not mean that you made lots of blunders in the run up to it. Objectivity would permit you to see that you are competent and that sometimes things do not work out. Effectively, this would lead you to be more content in life. Unknown to Ewan, the mastermind behind these bombings is Ash (Abhin Galeya), an idealistic embittered young man, who was 'turned' whilst at University. Ash is utterly devoted to the cause but with no criminal history, he is every agent's worst nightmare.
